Aaron P. Glaser
Aaron Glaser counsels domestic and foreign clients on regulatory and compliance matters in food and drug law, with an emphasis on food contact materials, alcohol beverages, food additives, and cannabis and hemp-based products. He assists clients in obtaining regulatory clearances for food and drug packaging materials, food additives, and alcohol beverages from the U.S. Food and Drug Administration (FDA), the Alcohol and Tobacco Tax and Trade Bureau (TTB), and other comparable international agencies. He also advises clients on labeling and advertising compliance.
Aaron prepares legal opinion letters regarding the FDA status of food packaging components, such as monomers, polymers, adhesives, printing inks, coatings, and color additives, and advises clients on establishing self-determined Generally Recognized as Safe (GRAS) positions. He also counsels clients on compliance with the labeling and excise tax requirements administered by TTB for both alcohol beverages and for other non-beverage applications involving the use of ethanol. Aaron is well-versed in federal, state, and global requirements for establishing the safety of chemical substances.
Prior to joining Keller and Heckman, Aaron was an attorney for TTB, where he advised staff from FDA and the U.S. Department of Agriculture (USDA) on enforcing sections of the Farm Bill governing hemp production. He frequently aided the TTB Alcohol, Labeling, and Formulation Division staff in noting how labels for products with hemp can comply with federal and state regulations. He additionally served as an attorney for the U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA).
Aaron also previously served as Director of Legislative Affairs for Maryland Delegate Samuel Rosenberg and as a Law Clerk in Maryland’s District and Circuit Courts.
Representative Matters
- Drafted and promulgated guidance noting how businesses can comply with FDA and TTB regulations specifying standard of identity and labeling requirements for alcohol beverages
- Assisted companies in complying with federal regulations governing the marketing and advertising of innovative products, such as low- and no-alcohol beverages and products containing health claims
- Advised clients on federal and state regulations governing the production and labeling of products that contain hemp
- Assisted clients in complying with federal and local laws governing the labeling, licensing, advertising, and sale of tobacco products
- Aided clients in ensuring federal programs do not violate the Lanham Act or otherwise infringe on companies’ intellectual property
- Drafted memoranda and motions on constitutional issues in administrative actions involving consignment sales under the Federal Alcohol Administration Act (FAA Act)
- Collaborated with state agencies on federal and local laws governing the labeling, licensing, advertising, and sale of alcohol and tobacco products
- Coordinated with DOT leadership and staff, and the U.S. Department of Justice (DOJ), regarding compliance with the Natural Gas Pipeline Safety Act of 1968, as well as drafted and implemented consent orders governing pipeline repair and operations
