This webinar will include an overview of the current U.S. requirements for cosmetics and our U.S.-based attorneys will discuss the changes introduced by The Modernization of Cosmetics Regulation Act (MoCRA), which was passed by Congress in late 2022. This discussion will help companies prepare for the imminent compliance deadlines set to take effect at the end of 2023, and beyond.
Our U.S.-based partners, Cynthia Lieberman and Rick Stearns, will review:
- The definition of a ‘cosmetic’
- How cosmetics and cosmetic ingredients, including color additives, are currently regulated by FDA
- What changes should your company anticipate now and in the coming years post-MoCRA?
- Which exemption(s) might apply to your facility, if any?
To be marketed in the EU, cosmetics need to be compliant with certain compositional requirements, their safety needs to be documented, and their marketing needs to be notified. The webinar will provide an overview of the EU's most significant requirements for cosmetics.

In the past three years, China has been actively reforming its regulatory regime for cosmetic products. The Cosmetic Supervision and Management Regulations (CSAR), the cornerstone of China's regulation of cosmetics and cosmetic ingredients, creates new challenges for the entire industry. In addition to manufacturers of finished cosmetic products, suppliers of ingredients now fall within CSAR’s risk-based management. Another significant change is that toothpaste, for the first time, is subject to pre-market evaluation. This webinar will provide insights regarding the challenges and opportunities the cosmetic industry may encounter when doing business in China.
