Decree No. 92-631 implemented Directive 89/109/EEC (Council directive of 21 December 1988 on the approximation of the laws of the Member States relating to materials and articles intended to come into contact with foodstuffs). DGCCRF 2004-64 is a guidance note on the rules applicable to food contact materials and does not have the force of law, although it can be helpful when interpreting food contact legislation. Thus, DGCCRF 2004-64 does not replace Decree No 92-631.
